Police carried out drugs raids at an address in Weston-super-Mare yesterday.
Officers carried out a drugs warrant at Lauross Apartments on Winterstoke Road, Weston, on May 30.
Officers seized growing equipment and two bags of cannabis with a street value of approximately £100 from the address.
A 24-year-old man received a police warning for possession of cannabis.
During the resulting door-to-door enquiries, officers made a second arrest after finding a further ten cannabis plants and vegetable matter at another address in the same building.
Another 24-year-old man was arrested for possession with intent to supply Class B drugs.
He is currently on police bail pending further enquiries.
PC Steve Wakefield said: "Cannabis is seen by some as a lower level drug, but Avon and Somerset Police take it very seriously - targeting and disrupting its cultivation and links with serious and organised crime.
"We work hard to target drug-related crime in Weston, and would ask anyone with information about drug cultivation or drug supply in their neighbourhood to report it by calling the new Police non-emergency telephone number 101."
