Plan to build on green belt

North Somerset Council has been defending a challenge to a key planning document and has been partially successful.

A legal challenge was launched against the council's key strategic planning document, the core strategy, by the University of Bristol who are seeking to build on land in the green belt at Long Ashton.

The case was heard in the Royal Courts of Justice in London where the university argued that the plan was flawed in that green belt land needed to be brought forward to meet Bristol's needs and the green belt should have been reviewed to allow for this.

The judge concluded that the inspector who undertook the independent examination had been right in his view that there was no need to review land in the green belt.

However, the judge did find that the inspector had failed to give adequate or intelligible reasons in his report for his conclusion that the core strategy housing requirement of 14,000 dwellings made sufficient allowance for latent demand (which is a demand for housing unrelated to the creation of new jobs). 

The judge will make a ruling on Monday, March 4m as to what actions now need to be taken in relation to the core strategy and North Somerset Council will be in a position to give a fuller response once that ruling has been received.

Deputy leader of North Somerset Council and executive member whose portfolio includes strategic planning Elfan Ap Rees said: "We will continue to promote our strategy of jobs-led growth in North Somerset while protecting the green belt from the threat of urban sprawl."
