Despite being the second wettest summer on record last year and near the end of the season vandals attacking the sculptures the beach festival attracted 75,000 visitors.
This year film favourites like Harry Potter and Captain Jack Sparrow will be built in the sand and there will be workshops for people to get involved, live demonstrations, school visits and a chance to be pictured with the sand characters.
And to protect its 8th annual artwork there will be increased security and CCTV.
CBBC's Deadly Art presenter and co-organiser of the project Nicola Wood said:"Last summer was a wet one and although the festival is very lucky to have survived, we are not afraid to say that we deserve it.
"Our sculptors are some of the best in world.
"Who wouldn't want to see their incredible work?"
Co-organiser Alec Messchaert said: "We want to come back with a bang for 2013.
"We have picked a theme that is all singing and all dancing and we are confident it will offer something for everyone.
"It is my favourite theme yet."
The festival will open earlier this year on Friday, March 29, for Easter weekend, and will be open daily from 11-5pm.
Tickets range from £2-£3.50.
