The £110,000 building will be a future reception classroom and user-friendly visitors' office at the 79-pupil village school.
The children dressed up to raise £75 for UNICEF – the United Nations Childrens' Fund, the world's leading organisation for children in over 190 countries.
Mr Penrose said: "It's great to see a school right at the heart of the community raising money for UNICEF and building for the future."
The school's new purpose-built classroom will allow outside access for infants and the office will be brought from the upstairs to the accessible ground floor.
Headteacher Alison Waite added: "We were delighted to welcome John Penrose and have the opportunity to show him our exciting school developments."
