Why, at this time of year, does the council have the roadside trees lopped of all their branches; right when the birds are about to nest?

In our quiet road all the branches have, as every year, been lopped of all their branches. Surely this should be done in autumn when the sap has stopped rising - this practice makes the trees more vulnerable to disease, does it not? The birds are already unable to survive in many areas because of the dessimation of their natural habitats.
More effort should be put into clearing the dangerous overhang from hedges along the roedsides - these often put people at risk because they narrow down the pavement.
