Kewstoke Toll - speeding solution

I'm flabbergasted at Kewstoke Parish Council's suggestion that they can cure speeding through the village by re-introducing a Toll? As most people know, the toll road has a 20MPH limit on it, coming off the toll road and into the village, the speed limit is 30MPH. What effect is a toll going to have on speed? - if someone can explain the logic to me I'd be most grateful.
As for speeding, I've never experienced major problems with it in or around the village, quite the opposite in fact, with most people being rather sedentary. Still queing up either way would be just like other locally concocted madcap schemes to impede traffic flow!
Perhaps the Kewstoke Toll idea (speed solution) can be given to the Transport Secretary and maybe we can have a toll at every major road junction, jobs for all!
