Yes this is one of the proposed designs for the Tropicana. The other is by Richard Nightingale, which is a mussel shell like design. Pics are on the site if you search for Tropicana. His design is by Faulkner Brown and focuses more on a pool facility rather than hotel and apts.
Is this design really being considered to replace the Tropicana? It appears much larger than the original space taken up by the original derelict building and not what I would consider a building of beauty and without the Wow factor that this site deserves. It would seem the importance is on "hotel" and "apartment" space, rather than local facilities. I expect in that case it will sail through the planning process,
